Another reason for you to love France, btw:

"In Paris, a French judge has reportedly warned that United States Vice-President Dick Cheney could be charged over allegations that his former company, Halliburton, paid $180-million in bribes to build a Nigerian gas plant. Halliburton has called the accusations untrue, and Cheney's spokespersons have refused to comment on the case."

It should be mentioned that if one does business in Nigeria, it's unlikely that one hasn't paid bribes. Big business, big bribes. A friend of mine was transiting Lagos some years ago, and the airport official who did the routine inspection of her passport wouldn't hand it back to her without a bribe.
