All DTV programs use up to five files, background file, moving heads file and sound, and advertizing files superimposed on the TV screen. Often signal degradation over the air from UHF antenna broke up the picture.

Symm QoE can be easily tested by detuning UHF antenna, while watching DTV pictures. The best QoE for DTV is loss of lip sync, but picture did not break up.

In cable HDTV pictures, Comcast also occasionally have digital picture broken up, once in 9 hours playing time.

But UHF antenna placement, weak signals and ghost interference or signal jamming from random noise need QoE equipment badly. It is just a question of how to test the effectiveness of QoE solutions, feedback from DTV converter nearby.
