I think something along your proposal could work but how do you guarantee that the protector/enforcers don't disappear?

We've seen nations who are largely talk, e.g., France who won't come through when fighting is necessary. the UN has a horrid track record for results.

Would you be willing to risk your family's life on the word of a French president's whim? I know that you exclude France, but who's to guarantee that in 10 years, one of the other coalition members wants to risk its boys to protect a bunch of Jews?
