Saying that Americans wanted a country that "is respected and not just feared," Senator John Kerry prepared to deliver an address on world security today that pulled no punches in criticizing President Bush's policies in Iraq.

Mr. Kerry said in a prepared text that in leading the United States into war without the widespread backing of other nations, the Bush administration violated Theodore Roosevelt's advice to leaders that they "walk softly and carry a big stick."
