Bush has failed in Iraq due to a dishonest approach to the war to begin with. He did not have a truthful goal, plan or time-table. He didn't think this one out and it exploded in his face.

The excuse "now that we're stuck there we might as well stay" isn't worth considering. Bush's call for "victory" is delusional. The borders are open and Saddam's ammo dumps can keep the insurgency armed and dangerous for decades. Besides, once we leave the insurgency may die down on its own.

The Bushies claim the Iraqi army is up and running, so let it take over then.
