Oh Hi Satish, sorry it took me while to respond to you. Listen I am not an expert on these matters [well come to think of it 'am not an expert on anything really-(vbg)] but as far as I know a reputable exec search firms never charges anything from the applicant as they get their fees from the companies they represent and I think your friend should avoid these guys like the plague in Surat. Also if the position advertised is for the U.S, I have no knowledge of Accountants being in short supply here,if it is for some Gulf countries it could be different. The whole thing sounds fishy to me. Any way I were him I wouldn't pay anything to these guys as it could very well be a scam.
