The most recent big one was the exemption for old power facilities.

That one was an attempt to change regulations that led to "unintended consequences." People just won't upgrade their old plants when they can get around it by building new ones. And it was overkill, IMO.

You are supposed to have the coldest period the next two weeks since the 70s.
