First thing I'd try is going to Tools, Internet Options and delete temporary files. I'd then go to C\windows\temp and delete everything in the folder. Depending on your version of IE, you can go to control panel, add/remove programs and click on Internet Explorer and click on the remove button. If it's not listed go to start/programs/accessories/system info/tools and it can be listed there. This will bring up a box asking if you want to remove, repair or revert to your previous version. I'd choose repair and then try the download again. If the repair doesn't work, you will get a message to reinstall IE setup. Since you can't download, that won't work so go back through the same clickstream and choose restore the previous version and then try again. Let us know what happens and if you have any problems let us know exactly what happened. If you have to install windows again over the top of your current version it's no big deal. You won't lose any data. That might fix what's ailing.
