Buried somewhere in FEMA's mission statement is the fact that the local and state first responders may be unable to handle whatever the situation IS, and FEMA has to be ready to take that responsibility. I dug it off their web site once, but I'm not going to do it again.

Given that Louisiana is a poor state and FEMA had plenty of warning, they should have moved a LOT faster. Of all the states, I'd expect less of perhaps only Mississippi or Alabama.
