I don't know. I've heard the same thing about killing people you shoot at.

I think it's more a heat of the moment problem for this officer, including reasonable fear. If you've been attacked, you know that reasonable fear means something different when you are actually in the throes of an attack, than it means evaluating the event from the comfort of your easy chair.
