So it is scope, nothing else or Who knows best. On of the compelling facts that is often overlooked is the fact that the Kosovo crisis is the result of NATO action. We vote our individual governments in and out and they in turn are bound by interests beyond our own, National ones. NATO leaders represent a very large group of voters and they in turn are bound by agreements previously pledged, National ones. The NATO action speaks volumes. Canada couldn't have done it, Germany couldn't have done it. Maybe our future lies in this direction. If so, lead will fly
