Here, here! The simple fact is, the more people one has to manage, the more justified is a higher salary.

That's not only a big problem companies have to watch for, it's an especially serious difficulty for taxpayers. That's because there are no means of catching the empire builders in public service. Government grows and grows and grows because there is always a "discovered need". The result is higher wages for those with the added responsibilities. Because it operates without the cleansing efficiencies of Capitalism, government will always remain on a track to eat itself alive, at least until there is outrage as in that Southern California community at present.
