Ken, financial institutions abuse of the college loan programs resulted months ago in curtailment of federal subsidies to many of them. Numerous organizations diverted funds intended for students into administrative extravagances like all-expense paid trips to exotic destinations. If you have need of any further details, I'd be happy to forward your inquiry to a friend, who coincidentally has worked for many yrs as a supervisor in one of the programs. He has a long list of outrageous tales describing the waste of those subsidies by many loan institutions.
