I am not sure if 9/11 was not retaliation for Bush senior's incursion into Iraq and that the planing started in earnest when Bush,the junior was elected. I remember reading that Saddam said that he would bring the war to the shores of America if Bush #1 invaded Iraq.Maybe the group responsable for 9/11 took him seriously.
