I don't think you can blame the inept CEO for the failed development process and incredibly weak development teams Corel has assembled to achieve its string of failures. The mid-level management must share the greatest blame. Their management is broken, their process is broken, and this collection of consummate DOS hackers isn't about to change their tune any time soon. It's clear that, barring acquisition of something which is already working, they are utterly incapable of competing in the commerical software industry -- not a good thing for a commercial software company.
