BUSH WAS ILLEGALLY SPYING BEFORE 9-11. truthout.org Bush knows damn well it's against the law to spy on Americans without a FISA warrant. His flimsy excuse was 9-11 (his excuse for all his crimes) but here he's doing it before 9-11. So what's his excuse now?
