Stocks he suggests investors should buy on weakness include Intel (INTC: news, chart, profile), the world's leading chipmaker. Intel introduced Tuesday products designed to help accelerate the development of wireless local area networks. The company's new technology increased data speeds up to five times, compared with the company's previous technology.

Other chip stocks Boucher likes include Texas Instruments (TXN: news, chart, profile), LSI Logic (LSI: news, chart, profile), Cypress Semiconductor (CY: news, chart, profile), Triquint Semiconductor (TQNT: news, chart, profile), Altera (ALTR: news, chart, profile), Lattice Semiconductor (LSCC: news, chart, profile) and Xilinx (XLNX: news, chart, profile).

Boucher told clients that some possible positive effects on the chip industry as a result of Tuesday's tragedies are earlier, more aggressive interest rate cuts and higher defense spending on technology. Negative impacts could be the disruption of semiconductor shipments, as well as the weaker consumer confidence numbers.
