Yes, because he figured Democrats would remain in control in both houses of congress and perhaps the Presidency. And knew they would support far left environmental groups.

Point 4 is wrong. The Navy has been pumping out highly trained young nuclear engineers for years. Many of them now work in the industry. Many more have gone into other industries, because of lack of jobs in the nuclear power field. They are smart and highly adaptable.
