Yeah, disks in the neck are cervical. Cervical spine is from the base of the skull at about the level of the bottom of your ears down to the "bump" that's about even with your shoulders. The lower cervical nerves innervate the arms and hands. (The two upper thoracic nerves also innervate a portion of the inner arm from armpit to wrist.)
