I think you will discover that the public health care community is united behind the best long term response to pandemic. Vaccine development and production facilities and techniques need to be brought up to date. The technology currently used dates back to the 1950s. Investing enough money to incorporate the advances developed over the past fifty years is the key to preventing future pandemics. We have a well run reporting system, but our ability to respond has not been improved for decades. The problem we're faced with is that these improvements take time, while a bird flu pandemic might be here now. So we have to go down the list to those less good alternatives, B, C, D, E and F. Many of these alternatives are quite a bit less good. .
