Could you explain what's ugly about it? What is ugly about going after outdoor smoking is that it is trivial so what's the rationale for doing it? It can only be some instinct that is primitive, like piling on the enemy when he's down. Smoking in public places has been beaten back already. All reasonable objections to it have been dispensed with or nearly so. Going after outdoor smoking has the stench of mob mentality, IMO. Either people want to "finish them off" or they are beating unnecessarily on smoking because smoking is vulnerable as a proxy for all the things that are popular, like BBQs and weed whackers and perfume in public facilities, which are much more harmful but are untouchable.
