Because it is private property up to the mean high tide mark. Doesn't leave much to drive on.

Dunno about C'lina, but here in Texas, private property stops at the grass line. And when the grass line moves...

A reasonable discouragement to owning beach property. Not that it stops people from spending stupid amounts of money for a hurricane target.
