But frankly, simplicity seems to work better (tmRove). You could have an annual adjustment.

Sometime, somebody has to start towards a real pragmatic solution. My idea is just an idea that I think would work... there are a lot of smart policy people out there that could probably do a lot better. I'm just not hearing anything????
