A new transfer of wealth....but blame it on someone else.

Same as always:
1. Get more work out of the masses for less pay.

2. (Like you said) strip them of anything of value that they already own.

3. Support the means to put the hurt on any countries or individuals that are currently not caught in the net (military and police).

4. (Like you said) do it all will redirecting blame.
