X... that's a good question....!

Bond trading requires the work up of a lot of macro stuff and generating models to factor in currency, economic, political and market risks.... much less which duration to hold. Major houses like Lehmans have whole divisions generating timing signals. So you may have a hard time finding free or inexpensive worthwhile bond timers. This is particularly true if you get into foreign bonds, which may do better then ours going forward.

Maybe the best place to start is Timers Digest, who rates the bond timers.

Back in 1995 when TimerDigest covered Don Wolanchuk he was the number one bond trader, you can still get his advice. wolanchuk.com
And he posts on SI

Adjunct to lots of mutual fund news letters like Invest Teck, Fidelity Insight, etc they'll have a call on bonds. But you'd have to research each one to see who's any good.
Did a Google search and found this free newsletter, but know nothing about them.

Finally, bond chart TA seems to be some what different technically then for Index futures or stocks...., but that's just a personal observation.

I've owned Bill Gross's Pimco Total Return (PTTAX) since 2000 fall and have my fingers crossed that he stays in the zone. He manages two others in Fremont (FBDFX) and Harbor (HABDX) Bond bunds.

I'd start with Timers Digest...!
Let me know what you find.
