Peripheral matters are ones that have limited impact. People like Hugh Koffman who also collected paychecks from the EPA actively work to undermine the policies of the Administration. President Bush was not alone in this, Hugh worked to undermine the policies of Clinton as well. Government is not configured to remove people who work counter to the interests of their constituents. They remain in power and never depart until they are carted out on a stretcher.

I would not want to be the one explaining to the woman whose daughter will shortly die because of a government employee denied treatment for cervical cancer that it is a peripheral matter.

You can fire commercial enterprises but can only deal with a tyrannical government by removing it or departing from its jurisdiction. Handing government additional jurisdictions to create fifes within works against the tenets of freedom this nation was founded on.
