Using $13 as a fixed number seems kind of silly to me.

Example: Say you have a stock whose recent high is $20 and the plateau or shoulders are at $9. Should we subtract $11 from the $9 plateau to yield -$2?

Seems more reasonable to use the percentage of the decline.

A 35% decline from $35 gives you $22.75
A 35% decline from $22.75 gives you 14.7875
