IMHO, one reason intel can not be a box maker is that there are x86 licences out there. If intel goes against the box makers, the box makers and msft can use the alternative(AMD for example). The real battle for intel is to set all industrial standard inside PC and NEVER give out any new licenses. When that happens, intel can do what ever they please under the law.

There is a saying: when you succeed, the biggest enemy is yourself, the second your partners.

the chip acquisition is a good example that intel is trying to set more standard in portable PC.
