WASHINGTON/NEW YORK, Feb 24 (Reuters) - The top U.S. communications regulator offered to pay television broadcasters to give up their rights to airwaves in a controversial bid to free up wireless spectrum for advanced mobile phone services.

But analysts say the plan could run into opposition from broadcasters reluctant to give up their airwaves unless they are offered a price that might be too expensive for the government to pay.

The FCC appears desperate to get spectrum into the hands of terrestrial wireless. Actually paying broadcasters to return spectrum that they received for free. Even the CTIA appears ready to accept payment to the broadcasters. Versus the CTIA's opinion of the MSS crowd where their mantra is. They don't use it efficiently so just take it away from them.

Perhaps only a matter of time before the ATC Gating requirements are abolished all together if the need for terrestrial reuse of MSS spectrum is viewed as being so important.

Such abolishment would further increase the value of the authorizations.
