Here's some reassurance from the FDA on using other antibiotics (like doxy) for anthrax:

I'm still amazed that Bayer bothered to get Cipro approved for anthrax in the first place. The Advisory Committee documents relating to the Cipro approval are on the FDA web site if anyone is interested. Animal tests only, of course, and not very many of those.
