That's the Coast Guard's way of saying the Dubai deal is a threat. Or at least a possible threat. Anyone with common sense knows that anyway.

When the Coast Guard says they do not have the intelligence to determine whether a British company, a Dubai company or a Chinese company has ties to terrorism, it means that, and nothing else. They said the same thing about the British company (which had the contracts) as they said about the Dubai company - determining ties to terrorism in foreign companies is beyond their capacity.

And if you think about it, how would the Coast Guard have any in depth knowledge about foreign companies? It's not what they do.
