I think the proceeds should go directly to subsidize the purchase of energy efficient vehicles, technology agnostic. We have solutions now, and we can make immediate progress towards more fleet efficiency. The incentives for purchasing efficiency will drive demand and work up-stream to the manufacturers.

The only thing I don't like about funding R&D is that a lot ends up in pure research that never ends up being a pragmatic solution.
