Inflection point just means that there will be a sharp (upward) break in the graph of the DJIA. Bob is saying that he believes the rally will lead to a rapid rise in the indexes and possibly no looking back.

Of course, what you say is always true -- that the lower the testing point the greater the eventual upturn. But I think Bob has stated he doesn't expect the market to fall below 7400.
