I think the delay is so they don't play their "CLEC hand" to the competition during the FCC reveiew of a potential GTE/MCI mega-merger. The last think you wnat is more attention on how great your plans are. How and when...who knows. I think they are operating in "stealth mode" for the next few months. Bob
