i think the collection, organizing and conclusions of information/data will best be handled through networked sensors, engineering, computer programming and artificial intelligence programs. NOAA, NASA, the National Weather Service, University Science Departments, etc.,...
then comes the simple part -- just readin' the friggin' charts. YIKES!!
