As help to others, this is a follow up on Internet Provider for 32-bit software that supports Windows NT:

The Internet Service Provider you use to access the Internet really has
nothing much to do with the software you use to access the Internet other
than the protocol handshaking that takes place at logon. Almost everyone
now uses a standard called PPP to negociate the initial connection (user
name and logon name). After that, the operating system software (TCP/IP
stack) provides the software interface to the network. All application
programs then make operating system calls to read/write packets of data
from/to the network.

Windows NT has all the necessary software built in (if properly installed)
to do this. You then pick the application software that you want to use
(Microsoft Internet Explorer or Netscape Browser for example).
