"If they suspect a woman might get an abortion, why not just lock her up in jail cell, without access to hangers." What they will do is set up border checkpoints. If a woman comes through the checkpoint with tampons in their purse or baggage, they will be arrested on suspicion of having gotten an abortion... Note: this actually used to happen on the borders between Germany and countries who had a more liberal view of abortion.
