Nothing will bring developed nations together better than having a common enemy, elusive as he (terrorism) is.

With businesses and moneyed people supporting politicians, some heads will role if rulers fail to protect the lives and possessions of those in charge.

Pres Bush led the charge, saying we would go unilaterally overseas to attack , but a useable adequate coalition was formed. It could have been bigger, excepting for the opposition of France.

The heads of terrorist groups are aiming for popularity and notoriety, which makes them ineligible for insurance as they then become prime targets.
IMO going for their heads seems the proper course, to prevent any consolidation.
There are always willing followers to be found, but without leaders they will have limited capabilities.

Some say the costs in Iraq and Afghanistan are excessive, but I disagree.

There will be another attack in the US, nearly guaranteed.
Unless we spend trillions (which we do not have) here just for defences while the overseas instigators would go unpunished.
