Certainly not the deficit. Every economist I've seen has indicated that Government spending is of greater economic stimulus than comparable spending within the private sector. There's a multiplier effect.

Those dollars spent by government workers at those Pentagon City stores could have been spent in the private economy by you and your friends at your local stores if you hadn't sent them to DC.

IF they had jobs. And if those government jobs weren't there, then the government would be reducing the demand [quantity] for products and services. Manufacturers have less incentive to improve productivity if they aren't selling their products to the government. Government stimulates growth.
