Could you please provide a link to the claim that the govt distributes phone numbers and email addresses.

It was mentioned on SLATE last week. But you don't need proof. If they are going to tell Telemarketing and Spammers to stop calling or mailing Phone numbers and addresses, they have to give them the info so that it can be put into their data bases. Only way to work it that I can see.
