Well, there are many who believe that IP will be THE only network as VoIP (Voice over IP) takes off (you can read the series of articels posted on the ASND News, Voice Over Network and other threads, if you like).

In any event, fiber networks will be used for voice, data, video, etc. So, I believe the choice of particluar protocol used is not the issue (though I think IP will dominate), the fact that AT&T is using it's own fiber network is what I was pointing out.
