That's not what my friend sees. It's a very small minority within the illegal pool that apparently are a huge problem. I'd rather see policies and money target that problem. Maybe they don't live in the barrio because that's where the hard-working people live.

That's definitely a valid point. I'd probably go at it a different way, simply raise the minimum wage. And make it a felony if an employer pays below minimum wage.
