I didn't post that article to suggest that the CIA was "faking" anything. I've already both said and implied that I believe the problem didn't lie as much with the CIA as with how the Bush admin used CIA raw data (as did the Weekly Standard in their article last Oct/Nov which was quoted so widely as "proving" Saddam-Al Qaeda links). That is, to rationalize the policy decision that they had already reached. I posted the article as much to give some historical perspective as anything else.

With regard to my beliefs on CIA incompetence: sometimes they are very competent. Other times they are very incompetent. And probably often in between. I don't think any one generalization in this regard describes the agency in its entirety. Certainly either glorifying or vilifying them serves little purpose other than as propaganda. Being aware of limitations and potentials, though, may help in assessing what they are actually good for, or how they can be dangerous.
