There could be a couple factors in this ban:

1. Trade dependent Korean economy(>40% compare to 7% of US) is not doing that well in this global downturn and they need more hard currency. CDMA is quite possibly one of the only few that is earning dollars. It is easier to understand that after the last wong crisis in the Asian financial crisis, the government wants a bigger dollar deposit.

2. Holliday supply may be very short in several large foreign carriers such as Verizon, SprintPCS, and Unicom. If the domestic business is slightly more profitable(lower royalty and transportation cost), it is understandable that the governemnt is forcing more exports from manufactures. Otherwise, the government would sent out a bigger fine rather than a "cease-fire"?
