Quickreply, ALL, including older GSM handsets adjust their TX power level, the "complex" thing is how the
network figures out and adjusts, optimizes thta level and then sends out the normal commands to the handset.
(plus how the handset reports on the signal quality is receives, and informs the basestaion, which
then adjusts the power level basestation->handset)

Adjustments specified in +/- 1dB steps. (appr +/-10%) for the handset.

Only difference for really old handsets with slightly fewer steps.

Note, the real issue of power level control is in the direction basestation -> handset, the
dowstream or "download lots of data" directions, Basestations can do much more.
