As I understand it the water has leveled out now. If the level drops outside the break, the water level will drop in the city. It's kinda ironic, but the people that have large electric generators are oil companies. Think they want to stop pumping oil and shut down rigs to supply electricity and large pumps to the hurricane survivors?
