Also worth mentioning it wasn't just Republicans who hobbled several proposed provisions of the Affordable Care Act, it was conservative Democrats.

I would put it differently. It was Democrats who have conservative constituencies who were trying to hold on to their seats. Like Blanche Lincoln, for example. And a couple of others whose names I forget offhand (the guy from Nebraska, for one). And of course some of the Rs from slightly more liberal states pretended to be "negotiating" with Obama, but just kept stalling and trying to run out the clock (Snowe and the other one from Maine who is still in the Senate).
