No doubt about it, as early warning systems improve safety will also. Weather and seismic forecasting will only get better. However even when properly evacuated, displaced people present their own challenges. The issue that I'm driving toward is that I believe people should be more responsible for themselves in high risk areas. If you don't have the money to rebuild then maybe avoiding known dangers is a good idea, but if the government safety net wasn't so generous, fewer people would risk it all for a view. This would make purely humanitarian emergency relief on a Spartan level more manageable. The major turning point in my view of the Bush administration was when the $2000 Katrina cash cards were passed out. It was completely unjustifiable in my view.
