First you announce that anyone hiring an illegal will go to jail or face a huge fine. 100% enforcement. You give 4-6 months notice before the enforcement date, but investigations with warnings start immediately. That will give the employers time to replace the employees, and the illegal employees time to make their way back to their home country. It is certainly cruel... but it's also cruel what is happening to the lower class. As Ted said, 30% of US people don't graduate high school; importing an unlimited supply of competition for these workers means that VERY few will ever have the opportunity to enter the middle class.
