IMO, Thomas was incorrect. And you are incorrect. In Chomsky's article; The State Department did not described Hitler as a moderate, but (a diplomat described him as) leading a "moderate wing" of the Nazi Party (which was still recognized as being extreme). There is a difference. The article also states that the U.S. (in the 30's) recognized, that in no way, could fascists be considered "moderate" by American Standards.

Also, it should be recognized that Thomas quotes from an article from Chomsky, who was trying to show (in the article) that America had a history of supporting of despots and national leaders of the worst sort.
